To make rings your will need:
1. A ring winder.  Made out of a frame with a dowel through the middle. The dowel should be the same diameter as the rings you want to make.  In my case 3/8''.
The dowel will need to have a handle on one end and a hole the size of your wire near the other.  It should not be fastened to the frame so it can come out easily. 
2. A pair of hoof clippers, used to cut the wire.
3. A roll of wire, in my case a 10# roll of 14 gauge, galvanized steel.
To begin: Stick the wire the hole in the dowel so that it sticks out about a quarter of an inch on the other side.  Then make a half turn with the dowel, loosely wrapping it so it has a loop on it as shown in the picture.  This is so you can detach the spring after you wind it.
Next, begin to tightly wind the wire around the dowel, guiding it with your thumb.  Pay close attention or the coils will spread apart or roll over each other. It may take some practice.
When you have made the spring as long as you want, cut the wire attaching the spring to your coil of wire.
Then, grasping the spring with one hand being careful of the sharp end, slowly turn the dowel the opposite direction about five times.  This takes stress off the spring and will allow you to take it off the dowel.
After that cut the loop that you made at the beginning . . .
and work the spring off the rod.

Now you can cut the spring into rings. Take your cutters and cut off the straight ends.  Then right beside your previous cut on the next loop, make another cut.

What you should have then is a ring. 
Continue cutting beside each previous cut on the next loop until you have cut up your entire spring.  Then repeat the whole process until you have as many rings as you want. (Hint: It doesn't take as long as it looks.)
